This means the game uses Steam as its Digital Rights Management (DRM) system and relies on the Steam client to launch and update.
Because these features are not modular—they are deeply integrated into the game’s core executable—removing Steam’s requirement would require a substantial rewrite of the game’s code.
Once in offline mode, the “Steam is required” error will not appear because the local license cache is used.
