The vanilla textures are muddy. Community modders have upscaled all road, building, and graffiti textures using AI. Look for "NFSU2 HD Texture Pack" on Nexus Mods. Copy the TRACKS and GLOBAL folders into your install. Your jaw will drop at how clean the Bayview streets look.
