Gom Inspect 2019 Instant

The software includes a "Report" add-on (free in the Basic version in 2019, though later restricted). You can create printable PDF reports with embedded 3D PDFs (U3D/PRC format), allowing stakeholders to rotate the model in Adobe Reader.
